There are places like yell, and lots of local directories but most "free" activity is not that effective so you probably need to have some investment for your effective marketing and sales activity
Classified Ads is one option for free business advertising, your best bet is Craigslist. Only 3 ads per day allowed per account. Not sure what type of company your promoting, but you have classified ad sites around the world that will allow you to promote anything for free.
