I can recommend the website builder that I have used for the past two years, http://www.handzon.com . I started out with GoDaddy, but switched to handzon . They are much easier to use if you are doing it yourself. They will also do the website for you, and for a very reasonable cost. I especially like the fact that when I have them do something for me they give me a price up front, and then they stick to that price.
They give a free consultation, so you could call them and discuss your project.

If the website designer created the website and you have not paid for it, they will continue to own the copyright until you have paid for the services. Either way, you and the designer should have a written agreement that explains what happens for this type of situation.
