Where do we start ? There are so many things you can do I could write an essay.
You have offline methods and offline methods. I'll briefly outline some for you to get you going if that's ok.
Offline:
Create flyers and distribute them in your local area.
Go to breakfast meetings with other businesses and exchange and help one another so you can mention each others services.
Wear a t-shirt advertising your services.
get some publicity on local radio and newspapers by doing a charity deal.
Online:
make sure you've got a website, facebook "page", twitter account and linkedin account and use these to communicate with customers.
promote the website through good on-page optimization and post regular.
pay for advertising on google adwords, yahoo ad network and others.
