There are 2 types of blogs you can go for - A self hosted blog or Web 2.0 blog (Free blog).
A self hosted blog is a website where you buy a domain name & hosting account & allows you to build a blog using user friendly software, WordPress is the most popular one.
You may have heard of Blogger.Com or Wordpress.com?! Sites like these offer a free blog where you can just sign up & build your blog on their site. These free blogs are reasonable but limited as the site owners can remove your content or terminate your account any time they like without notice.
Professional bloggers also syndicate their blog content through social media accounts like Facebook & Twitter, you may want to look into creating a Facebook page for your anime interests, that way you can invite other people who have a similar interest & connect with them about your thoughts on current topics.
If you really want to learn how to blog I would suggest searching the web for training, there is some really good blog training out there. Off the top of my head I say you should try 'The Challenge' which is free or just Google 'Learn How to Blog' & see what comes up.
There are a few ways to get paid through blogging, the most popular methods are through affiliate marketing, Adsense publishing & selling your own info products.

There's a great book on building a platform for writers called Rise of the Machines by Kristen Lamb which would be helpful for anyone looking to build a business using an online platform.
First, you want to have a strong idea of your audience. Who will you be blogging for? What interests or needs do they have? Kristen recommends coming up with a list of at least 100 words and phrases that describe you (your likes, interests, personality, goals etc) that you can use to generate topics.
You'll probably also want to create at least a dozen blogs posts that are read-to-publish before you start your blog. This will help ease the stress of getting a blog off the ground.

Those last two links I think are the most helpful. A lot of profit comes from allowing others to advertise on your site for a price.
