If you want organic traffic, you should definitely set up a blog. Your blog can contain samples of your work and tips and advice from you. Basically, use it to establish yourself as an expert. It's like your portfolio. Why should people hire you?
Google Adwords is probably the easiest route to go in order to do search engine marketing and online advertising. I would recommend you also check out an email ad network like LaunchBit. Placing your ads in email newsletters (sort of like doing a sponsorship) gets you into people's inboxes. Plus, people signed up for that particular newsletter, so you know they are interested in that topic.

Personally, in this day and age (and particularly with something such as Photo Editing), you MUST have a Facebook and Twitter page. The new timeline is really good for adding photos of your current or most recent work and you can tag your clients in them. Connect with people who have similar interests to you and promote yourself through daily updates. You can also use this to offer daily/time sensitive promotions (eg sign up in the next 30 mins and get 25% off), you'll be suprised how many people respond!
You can also attend as many photo shows etc as you can to get yourself out there.
Don't forget about the trusty business card! Be sure to carry some with you everywhere you go (you never know who you could meet!)
In terms of driving traffic to your site, there are various Pay-Per-Click and Search Engine Optimisation strategies but these could be costly if you don't plan and target them correctly, so be sure to do plenty of reading. Don't just go with the first SEO company you find as shopping around will be totally worth it.
