You may well be a decade too late to get into into print advertising, newspapers have been dying left and right. There are nation wide coupon envelope mailers who have local franchised operations, buying into one of those would be a more direct path to making a living at it.
Offering to help te computer impair to sell things on Craigslist or ebay is another possibility, much like those ebay stores you could take the photos and help write the descriptions for a percentage of the sale or a flat fee.
You can use WORD 13 software. Make it like a flyer to start off with.
But you need to offer something unique in the newspaper business .
Like Mug shots and crimes local people committed . Then get some local stores to carry the newspaper for free, and then sell ads for the paper.
At the local stores , you can get what you are dreaming about already.
Not to be the squasher of dreams or anything, but the newspaper business is currently in the process of collapsing. I wouldn't expect much from an idea based off of newspapers.

I just turned 16 and I always wanted to start my own buisness. I was thinking of making my own paper just full of advertisements that I would send to all the houses near me and the company's would pay me because I am getting their ads inside the homes of so many people who most likely have more than 1 person living their and people never throw away good adds. They always want to save money. So how could I make my own paper? How can i print it up? I know how to ship them to the houses. I am just at a small conflict on how to make the actual paper? Is there a software I could use? And how do I get it printed as a paper?
