All you need to do is buy domain name, hosted it on some hosting service that support blogger platform and install blogger or wordpress. I highly recommend wordpress because with set of free plug in you can develop professional, well optimize webpage and beat your competition. I know it because I do it.
Learn HTML, get Dreamweaver or just code it from scratch with notepad and find a free website hoster and upload the files with FTP (the home page should be called index)
