Yahoo doesn't accept submissions. If their web crawlers find your site, you get indexed.

Having backlinks from other sites already indexed is usually enough to get the search spiders to 'discover' your site on their own.
Please open yahoo site explorer and Here you have the option of submitting the URL for a website or for a blog or website feed and follow the instruction.
