Shelters typically need more than small poster campaign to cover the costs, actual clinic staff is in a stronger position to raise public awareness showing animals at evens, perhaps getting TV air time and reaching out to businesses. Individuals helping out (is that you) are more limited in what they can do.
Strictly speaking such a person would probably want to get approval from the shelter for proper message wording and to be sure to not misrepresent them.
Shooting a video for youtube could help, if you can steer locals most likely to help out.
If you had some money to spend you might buy some promotional branded handouts, like real estate agents use to keep them on people's minds., starting with 35 cent paw magnets targeting pet owners.

Probably not feasible but if you could produce something like chew toys, knitted dog sweaters that you could get a local pet store to sell, passing funds to the shelter, they wold be kind of hurting their own sales and it wold be an administrative headache.
You can try to make flyers and hang them up at stores and other places where you go. This helps with word of mouth. I know that this is not the best idea but this is a place to start. I have also talked to my friends and family about the fundraiser that I am doing and that normally helps with getting them to tell others.
