Unfortunately there are plenty of sites that allow you to build basic websites for free, so there isn't really any money to be made at it. You need to specialise more if you want to make money in web design.
Find a good website builder that offers complete packages, and keep your costs down. With all the good builders on the market, and getting better every day, a totally custom website is too expensive to create and maintain. You have to be price competitive.
I can recommend http://www.handzon.com, I have used it for two years for all my clients. They have an excellent tutorial, http://www.handzontutorial.com to get you up to speed quickly. Handzon also has an affiliate program that could work for you as well, as do many of the website builders.
After you find a good builder, and are familiar with it, create a demo website. Then, advertise -use Craig's list, or similar ways to get the word out without paying a fortune.
