1. Be clear what type of photography events you serve
2. Identify who is likely to need your services and why
3. What do you offer that's different/better?
4. Produce some marketing material professionally to use to promote offline
5. Find how to get your services locally in front of people who may need your services. e.g. walk around suitable businesses, phone them, do wedding fares, exhibitions etc
6. Go to Amazon and buy a decent small business marketing book

Flyers, business cards, if you have the money try to advertise in some local web sites and depends in your equipment start charging cheap and with good pictures and good prices you will have your clients and then buy better lenses and flashes and increase your prices and keep it going. Even if you have to take some photos to your friends for free do it because you will need some samples to include in your portfolio. Do some weddings for free! in most cases when you do a wedding there are gonna be a guest that's gonna hire you for a future wedding, sweet 16, etc. The point is that in order to get to the top you must start from the bottom and if you really enjoy taking pictures you won't have a problem of doing it for free, but always charge for the gas and food if necessary. good luck with your business
Quick question: Have you ever worked with a photographer to shoot a wedding? A lot of people want to do wedding photos, and they don't realize how difficult it is to properly shoot a wedding, and unlike glamour portrtaits and family portraits...you don't get a second chance.
Before you try to do that, get a job as an assistant (unpaid if necessary) with an established wedding photographer.
Many of the people who have the money to hire a photographer will not look on social media sites to fine one. Try advertising in the local pennysaver, newspaper and similar places. Visit a local wedding planner and see if they will promote your business. Until you have a famous business you are unlikely to get hired by someone 2000 miles away, so focus on folks within driving distance - your own town.
Apart from using facebook, you can create account on instagram (make sure you use # so plenty of people will see your photography).
Apart from this, just at the beginning, you might advertise yourself and do some free photoshoots so you can use pics for your portfolio and get feedback from people you did shooting with.
When you are sure, you have plenty of different types of photography you wanna being doing in your portfolio, start advertising eg. gumtree and other easy access pages.
I know free photoshooting might sound weird but it's good way to start. This way people will spread info about you and might recommend you somewhere and also you can use pics in your portfolio.
It might take some time but if you put efford, it will work.
You can also get in touch with people that would be your potential clients eg. models of people who want to do some modelling - you said you have a blog - you could get in touch with other bloggers.

I am trying to start my own photography business, family and weddings and glamour portraits. I have yet to get one paying client because I don't know how to market. Everyone just says marketing is the answer, its the most important but what does that really mean? How do I market?
I have a Facebook page, blogsite, and have told all my (small group of) friends to pass the word. It is just SO freaking hard to find people who are willing to pay to get their pictures taken. And yet I see my peers who live near me posting paid sessions on their fb page once or twice or more every week!! Where are they finding these people???
