All web design companies started as a freelancers. If you are already successful for doing freelance, then build a team. Start from small.
Prepare the following:

? Softwares
? Proposal letters
? Businesscard, etc.
? Look for the registration in Tanzania, so your business is legal.
Put your website in local website directories in Tanzania. Post it from newspapers.
As a freelancer you already have a head start. If you haven't got your own website, make one now. Use this to describe your services and as your portfolio of your previous work. Get testimonials from your freelance clients if possible. Set your selfup as a proper business. There are plenty of businesses out there looking for web design, every business needs a website and most get redesigned every few years. Try and offer a complete service, hosting, domain name registration, SEO, PPC etc. Outsource what your can't or don't want to do.
The best clients are normally from word of mouth but if you are short of clients you can always use a service like elance or buy some leads. If you are OK at sales you can always try cold calling local businesses. If you are going to do this make sure you do your research before calling.
