It's not clear if you want to "start making business cards" for others as a service or a few for your own use. It's probably unrealistic to provide a service like that with no computer, one option at an internet cafe, avoiding using their printer is to use the online design tools printing service web sites like overnightprints.com have, using a provided stock art library you can layout a card they would print in quality and deliver to a specified address. These would be first rate quality glossy coated cards beyond what any computer printer can generate.
