If you found this on Craigslist there are THREE separate warnings before you even view a car. The first is a whole page that comes up saying

Shipping a vehicle to you is suggested by seller
eBay Motors or another intermediary is specified by seller
Payment by Western Union or a money wire is requested
Price is unusually low (fraction of blue book value)
If you see these tell-tale signs, flag ad as "prohibited" and avoid
Offers to ship a vehicle are virtually 100% fraudulent
eBay has no involvment in craigslist for sale ads, and any eBay or similar emails or web pages you receive are fake
Never use Western Union or wire transfer to pay for goods - only a scammer will ask for this, and any funds sent will be lost
Do not buy vehicles sight-unseen, regardless of low price. The vehicle does not exist, and any money you send will be lost.
Stories about divorcees or departing servicemen needing to sell quickly at a low price are generally fraudulent
If a deal sounds too good to be true, it probably is"
If for some reason you choose to ignore that, then on the main listing page in BIG BOLD CAPITAL letters and underlined is say "AVOID OFFERS TO SHIP VEHICLES"
Then if you choose to ignore that very clear warning, on the top of every single individual listing is a warning in RED across the top in a yellow box so you can't miss it that says "Avoid scams and fraud by dealing locally! Beware any deal involving Western Union, Moneygram, wire transfer, cashier check, money order, shipping, escrow, or any promise of transaction protection/certification/guarantee."

Common warning signs:
Sellers who want to move the transaction from one platform to another (for example, from Craigslist to eBay Motors).
Sellers who claim that eBay's Vehicle Purchase Protection covers an auto transaction conducted outside the eBay site.
Sellers who push for speedy completion of the transaction and request payments via quick wire transfer payment systems. See example.
Sellers who refuse to meet in person, or refuse to allow the buyer to physically inspect the vehicle before the purchase. See example.

So to summarize, this is absolutely 100000% a SCAM and you need to cut off contact and report the ad to get it removed
NEVER buy any car that you cannot see in person AND verify in person that the seller's ID is the same name as on the title. Either you are sending money for a car that doesn't exist or you are buying a stolen vehicle
You ARE being scammed. There is no car. There is no "Buyer Protection Program". They will take your money and disappear with it. The e-mail you get will NOT be from eBay.
If you want to buy a car, go see one and test drive it in person.
