Hi Luke. For ￡5 it is completely doable. Having your own domain with hosting costs about 8 dollars per month, that should be around ￡5.
The easiest way to set it up is to get a domain, set up hosting, install content management system (like Wordpress) and start modifying your site.

I recommend www.wohooo.net. You can get a free custom domain name for free for life too that ends with .tk. There are no gimmicks like having to use their hosting service to get your domain name. Wohooo offers all the features the expensive hosting sites have and only charge $6.50 a month. It is well checking out.
Domain names like your website.com etc., you pay for by the year not month. What you also have to pay, is for someone to host your website on their servers, though there are some free hosts, but most are slow or have their adverts on. If you want to build a website, Joomla is a good free source to use, but it will take you time to learn how to use it.

I would suggest what I use, and have been using for a while. weebly. It's free, including the domain name and the hosting, it's fast, easy and the only thing to learn is how to click on the video instructions. I am extremely proud of my site. http://trks.us/s14447
blogger, blogger, blogger. It's the best for a beginner. And it's free to make a blog, but you can easily use a custom domain name. You can make websites look so awesome no one would be able to guess you use blogger. I use blogger!
This is not really a field of expertise for me, but have you heard of or tried 'wordpress' ?
