Yes it's tuff to build a custom website without help of any framework website(wordpress,bolg etc). You can solve your problem by hiring a dedicated web developer.
My vote is for wordpress or blogger- if it's simple. You can also check out monstertemplates.com for inexpensive, low-maintenance templates to use.

i'm thinking of making some kind of social network/website that people will come back to. is it hard or can you buy all the software items and then easily put them on your page. im not a programmer or really clever at computers but i am pretty clever + sit on my laptop most of my day. i know i need a domain an stuff i just need to know if its easy enough putting it together even if i pay. i dnt have much money for paying a company £2000 is out the question.
