its legal, but full of problems.
1) I don't know you, so why should i buy a pc from you?
2) You can't realisticly g'tee it.
3) How will you get the money to buy the parts for the fist one?
4) Dont forget, a pc is no use without an operating system, you will have to buy one for each pc you make
5) No proffit in it
6) argos sell a pc for £229. can you beat that? (i dont care if you can, its an example, people go by price, not spec first)
I would recommend building PCs for people and charging royalties. This way you can be sure your avoiding legal issues and you have a guaranteed sale. I've done this before and it worked well for me.

the trick is sourcing the goods cheaper to increase profits
Of course it is legal - its done all the time.
