As for someone above who says you should only give good feedback after 30 days, that is total nonsense. Normal people give positive feedback after they receive the item and have tested it to see that it works properly.
Paypal withholds a new seller's money for 21 days, UNLESS they can be sure the deal has completed satisfactorily.
Paypal will automatically release the funds to the seller after 21 days if the buyer hasn't reported a problem.
If he's a new seller, he may either not realise he just has to wait 21 days; or (understandably!) be keen to access his funds more quickly - hence the request for positive feedback. If you're happy, why not say so? If you aren't, message him and let him know.
It's his way of getting 100% feedback.
