He can report you and still not sell you the item. Search again for someone else willing to sell to someone with no feedback. Next time don't keep bidding over and over again - contact the seller before you bid. You've probably annoyed this seller too much he won't be willing to cooperate with you, however if you ask the next seller nicely before you bid they will be more likely to work with you.

try sending him an email tell him you have money in a paypal account...will make payment right away.

I guess you could complain to ebay about him.

i want a item very much but the seller keep cancelling my bids because i have no feedback ( im all new at ebay ). he asked me not to bed on his item any more because he is afraid of when i win the item i won't pay. but of course i will pay :s shall i bid in the last minute and try to win it or just leave it :i really want it.
