I agree that blogger is what you are looking for. You can play around and design your site. HTML is editable so you can practice. You can also try some wiki but they use a different mark up. Its a good place to learn.

If you have o technical background you should use a blog platform, you can type your articles and insert images with no programming, it's more like filling in forms.

for designing and creating - Wordpress is a very good tool for starting to build a website. Joomla is also a great tool however would require a bit more understanding.
