Presumably we're talking about pennies here, and there's no evidence either way. Calling the police over something trivial like that is a massive overreaction and I am not surprised you were called a head case. I'm surprised they didn't charge you with wasting police time, to be honest. You must know that you have no real comeback over something like that.
I mean, let's get this straight, you want to "take action" because a shopkeeper was rude to you and may not have given the correct change? Any sensible and intelligent person would think that's completely nuts, and head case is frankly one of the milder terms that could be used.
Have you interrogated your son to ensure he's not lying about the change, as naughty little boys may well do? You're not one of these modern parents who thinks the sun shines out of "their little angel's" bum and that they would never do anything wrong, are you?
A shopkeeper does not bar whole families without good reason. The change issue is probably not the only incident. Your reaction definitely was over the top. You sent your son into the shop alone. If he is not old enough to know when he should have change and ensure he gets it then he is too young to be expected to shop alone. You have to take some responsibility for this and as someone else has commented it is quite likely your son either bought extra sweets? or kept the change? alternatively you were trying it on and there should have been no change. It all sounds iffy and I am not surprised the police were not interested.
I agree with Margaret. You have missed out something here. If you were a normal polite customer who always uses the shop why were you called a headcase and barred..
Any possibility your son spent all the money?, Why call the Police, a bit OTT in my opinion. Why would they want to loose customers.?

You can't prove they kept the change, and they may be able to prove they provided it if they have video recording. Unless it was a significant amount of money (which I doubt it was), don't bother with the police or solicitors, and stop talking to them - just don't go to that shop anymore.
Isn't there any security footage?
I am a local resident in a village and we use our local sweet shop. Now I sent my son in the shop why I waited for my son to get sweets he handed over his money and come out the shop when I then said 'did u get change' my son said No!! I went in the shop to sort it out the woman was so rude and when my fiance went in the shop the manager refused to serve my fiance she said I was a headcase and barred all my family were I had to get the police involved as this manager was so rude basically I was a liar for saying the woman didn't give change to my son. I need to know what action I could take if anyone has any help
