Art contests? I think you can try Fiverr as most of them post a gig starting at $5 and increment it if you are willing to pay for the service. But if you're looking for a freelancer then don't go far away from the site itself (Freelancer) or try hiring full time ones at Staff.com https://www.staff.com so you'll get to find more alternatives than putting all your shoes to one site alone.
Just for reference Freelancer has been called the wild west of the freelance marketplaces, not as well regulated as Elance, Odesk or vworker.
The only crowd sourced design site that comes to mind is 99designs.com, they charge customers a serious fee to run a design content for logos, web pages, etc.
Some of the sites that are similar to freelancer include elance, odesk, textbroker.com and http://www.iwriter.com/ .Textbroker and iwriter are freelancing sites that focus on content writing and textbroker only deals with freelancers from United States..
I recently came to know about one alternative to Freelancer or Fiverr which is pretty cool and different from Fiverr in commission percentage. Fiverr takes 20% commission while www.addgigs.com take only 10%.
