PayPal is safe, but the person selling the car may not be honest. Car should be checked and delivered/picked up before any payment is made. Many of Craigslist ads are scams.

I can see plenty of problems here, least of which is getting the money and the car. If PayPal is where the money is at the moment, go to the link I'm including and set up an account. Put the money in the escrow account until the vehicle is thoroughly checked. That way, you are in control of when the payment is released to the buyer.
Yes,tell that person to think about it before he/she goes and does that.
