Maybe he doesn't know how to send an invoice, or finds it a nuisance? I've found it annoying in the past and have preferred buyers to just send the money without filling out an invoice for them.

From the scam point of view if you pay an invoice paypal sees that as such. If you just send money then who's to say if you and he had a contract or not, maybe he's your friend and you just sent him money.

There's the tax angle too, if it's an expensive item. Without the invoice the transaction can be recorded as service transaction instead of from inventory.

Finally some goods are legal, but are prohibited on Paypal, ie certain firearm parts? They definitely would not want to put that on an invoice for Paypal's algorithms to pick up on.

There's probably no cause for concern if the seller has 100 percent positive feedback unless it's only for a few sales. But if you have a concern you should tell the seller.

PayPal is just a company that moves money around, they're not a bank so they' don't have to comply with any regulations that banks have to comply with.

If the seller's having trouble sending an invoice, he should be contacting Paypal, not telling you to send him the money. You should contact Paypal and let them know, giving them all the information on your transaction they may need, like seller user name, site the transaction is from, and any order or reference numbers. Also contact the seller to let him know you plan to ask Paypal's tech support to help you straighten out any tech issues. If he's legit, he won't mind. Otherwise, he may just want to get the money and not deal with Paypal. Keep all emails and any notifications from him and the site you're buying on, as well as any emails you send him and Paypal. This way, if anything goes wrong, you'll have a good case.

Your English is a bit hard to understand. You can request the seller send you an invoice. I dont know why seller is refusing to send you one. Maybe because you have more than one item and there is a question of combined shipping with the same seller?

Why a seller predending that he cant send an invoice or request and asks me to send him the money?

Whats the point? What he wants to do?

What is hidden behind?

I know that paypal covers seller-buyer,

but why he wants me,to send him?
