Your listing did not have payment instructions. You must indicate how much time (days) the buyer has to make the payment before you will report unpaid item and relist it, or before you file a case.
If you expect immediate payment, then let the buyers know.

Check out toolhaus.org. They have a couple very useful search tools to find "problem buyers." And remember, you can refuse sales before the close of an auction, although eBay doesn't like this information getting around.
Why didn't you use the filters and not allow people who have more than (x) nonpayment strikes against them? Why didn't you just report him, then ask ebay to remove the feedback?
Today is the 6th. The auction ended on the 2nd. You couldn't even file an unpaid item dispute until 48 hours after the auction ended. He left you the neg on June 4th.
I've allowed up to 3 weeks to get paid. You were supposed to wait 4 days past your unpaid item dispute to close it. While you jumped the gun and refused to accept the money, the point was to get paid.
The guy has won 336 auctions in the past 30 days. I'm nor surprised he missed paying one. That's the whole point of the unpaid item dispute.

If you're an eBay seller, beware of statman3232. He will bid and not pay! I reported him to eBay. After reporting him, eBay closed the case. Once it was closed, THEN he decided to pay directly through paypal, bypassing eBay (violation of terms of use). Once he paid, he threatened me with a negative feedback if I didn't sell him the baseball cards. I recorded everything and sent the info to eBay. Because of him, my rating dropped from 100% to 90%. Don't let him do to you what he did to me. Add him to the list of buyers you have blocked.
