The quality of web host companies is now so good that virtually any of them will do fine for a blog. Some are free, but fewer services and less support. I suggest you figure what, if anything, you're prepared to pay. Once you define your annual outlay for domain and host, people here can give you a more useful answer. Also, some blogs have predefined architectures, such as blogspot.com, while others allow you to implement and customize a software element, such as wordpress.
