if u want to start free blogging website than blogger is good site to start, because it is awesome in some way if u want to rank your site in search engine than blogger is good because is part of Google.and also it provide best functionality and features.

you can use wordpress.com too. I started blogging on that platform and it works simply great. I had great ranking too so basically works just fine and plus you have wordpress functionality (or most of them) which is great too.
