Wordpress has a lot of versatility and specialized plugin for SEO. The HTML guys have no clue on what they're talking about here. SEO is about more than just having the correct meta data and title tags. It's about adding components, such as social signals from sites like YouTube, Twitter, Facebook, etc. Anyone who says that they aren't important just doesn't know. It's about adding things that Google is looking for like Authorship, and correctly formatting your copy. Wordpress and the various plugin ins you can add make it more versatile and complete than basic HTML. If you want to do it right, use Wordpress. Then learn how to make a site that ranks right.

First, we need to know, that SEO is not all about with what software your website is built. CNN blog and other popular blogs are built with WordPress, so why are they so popular? because of its brand.
SEO depends on a lot of factors, for example, website speed. Most faster websites rank higher than slower websites. So HTML based websites rank higher than slower WP websites. Why is this? Because HTML websites need less resources than WordPress. WordPress has PHP and database resources to load. However, not all WordPress websites are slower than HTML sites. HTML sites that aren't optimized (using video in their server, scaled big images, not clean coding, etc) can be slower than an optimized WP based websites.
Another factor in SEO, is uptodate content. Search Engine, like Google, put their users at first. Means, when we look for an info in Google, we want up-to-date information, like this year info or last year, and not 10 years ago outdated info. This means, it's easier to update a WordPress based site, than an HTML website. At this point, WordPress site ranks better.
Another factor, Social engagement. Most HTML bases websites are not having comment system, or social sharing buttons, means, they are less in social engagement. At this point WordPress can rank better.
Those example factors I mentioned above, is called, on-page SEO. SEO has on page, and off page SEO. So, it doesn't matter with what software you build your website, but how your website content is, how you build backlink, etc.
Now, which one will you choose? also depends on which kind of website you want to build, your knowledge and how much time you have.
1. Is the website you want to build requires a few pages or a lot of pages? If it requires only a few pages, say, company profile website that doesn't require "blog" than HTML websites are better, because not only faster, but it also not necessary to have big resources website with PHP and database connection like WordPress.
2. Are you good at HTML and CSS programming language? If not too good, then WordPress is your choice, because you don't need any programming language to use WP.
3. Do you have a lot of time to create the pages in HTML and CSS format? If you don't, then WP is the alternative, because you can just login and post.

Apart from Answer1, there is a lot of information available showing Wordpress is, in most instances, much better for SEO. Just google for the info.
Yes, HTML is usually better if you have separate domain but if you are having a blogging site then you can go for WordPress.
For SEO I think its all how you optimize your site and your choice of keywords and keyword phrases and how you use them.

Search engines like Google have begun to put a premium on the speed your web site loads. Site speed is just one factor, but its becoming more important. WordPress fortunately is a speedy CMS, and can be even faster when using the WP Super Cache plugin which optimizes dynamic pages on your site for speed by creating static versions. That might sound technical, and it actually is, but suffice to say, WordPress is a CMS platform that understands the importance of the speed of your page loads.
