If you want a non-domain site, just go to WordPress.com and sign up for your blog. You'll have a yournamehere.wordpress.com website that you can use to build from.
If you want a cost effective website, then one option is Blogger.
Why I'm saying so is because hosting on Blogger is completely free. Initially you'll get a domain yourblogname.blogspot.com but you can buy a domain for $10 from Google Apps or GoDaddy or any other registrant & map that domain to your blogger blog. Finally it'll look like youblogname.com
Next, Blogger lets u completely control your website/blog i.e. you can edit the HTML & modify or just apply any external template(wordpress templates for blogger are also available for free on websites like btemplates.com)
You can also put ads on your website on blogger, but wordpress won't allow you to do so.
So finally your website cost will curtail down to $10/year with blogger.
The Wordpress script is free for a self-hosted website.
Cost would be:
Domain Name:around US$9.00/10.00 per year
Hosting: from around US$4.00 per month (good hosting companies ie Hostgator provide Wordpress free in their hosting packages via Fantastico in the Cpanel)

I'd say go with one of these.
I am a WP designer, but Blogger sounds like it will work for you as well.
I was gonna go with webs but they don't have many features, and wordpress says it's 18 dollars a year but then I clicked on it and it asked me if I was sure I wanted to spend 99.00 and I can't afford that
