It's commonplace for Civil Weddings Ceremony to be performed by a Justice of the Peace, I have seen many performed at a city hall.

You don't want a religious leader to officiate but want someone who is "ordained"? That makes no sense at all. Ever heard of a civil ceremony?
Do an end run and have a boat captain marry you on the water. Shouldn't be difficult in Washington!
I am an atheist and I don't want a religious leader to officiate my wedding. I could have found a officiant online, but I'd rather have someone who knows me and my fiance to do it. I already have someone and I'm doing the leg work for them. But I don't know what sites are "legit" I can't seem to find a reliable system. There are a lot of sites that offer ordination, and they all have nice looking certificates. But is that really all that's required? A "nice" looking certificate.

That seems to be pretty open ended to me. It sounds like there is no legal paperwork required whatsoever. So I called them and they bounced me from the courthouse clerks office to the recording office, to the Kent's supreme court clerks office, The supreme courts office said they had no idea who to ask about it and suggested I contact a judge.
I emailed 3 different marriage judges and the only one who really seemed to have read my email just said he couldn't help me.
Any suggestions?
