Odesk/Elance - they've just merged so I think they have more writers for hire
Fiverr - most people here are posting their gigs/services for a start of $5/gig

A great percentage of the workers are skilled designers and programmers but there are more basic workers as well.

Odesk has qualification tests that workers can take and a system that allows you to see the screen of a worker when they are supposed to be doing your tasks.
Freelancer may be the least tightly managed, I have heard tales of workers and employers scamming each other, their anything goes section has non traditional jobs.
One can avoid some of the bid process headaches by using article brokers like iwriter.com or textbroker.com
