You have to buy your domain name in advance and then do a search for free website design. There load out there. Once you create a site you then have to submit it to all the search engines that you want to appear on, and wait for their bot to crawl your site and list it.

If you want to create it for free you can download some free website WYSWYG editor, download some free website template and start create but if you search for a free hosting then you need to buy domain name that you could host it somewhere.
