Don't pay for their recruitment services; join a couple of groups that are to do with whatever it is you want your employees to do (retail, finance, whatever) and post your job openings on there.

You will get a lot of foreigners and a lot of people who don't read the spec, but it's all free, and you might get something good out of it.

Message top sellers at Fiverr. You can also post on warrior forum and digitalpoint to find people but never part with any money unless you check people out properly.

Your question is poor. At first look it would seem that you don't want to pay them. I do hope that you mean that you don't want to pay agency recruitment fees etc.

Do some research on local university/tech depts in computer science. Phone. Offer temp position with a view to long term job. How did you get into it ?
